What?

Ocean Science Diplomacy (OSD) links marine science with international policy to tackle global ocean challenges such as climate change, biodiversity loss, and pollution. The GOSDO Foresight Workshop convenes scientists, diplomats, and policymakers to map current OSD efforts, identify emerging needs, and co‑design a roadmap for a future Global Ocean Science Diplomacy Observatory.

As ocean issues increasingly transcend borders, coordinated, science‑informed diplomacy is essential for fair and effective governance. The workshop strengthens Europe’s leadership in shaping global ocean policy by building shared knowledge, fostering inclusive collaboration, and laying the groundwork for long-term capacity building and just, sustainable ocean governance.

Ocean Science Diplomacy (OSD) operates at the intersection of marine science, international relations, and global governance, playing a critical role in addressing the triple planetary crises of climate change, biodiversity loss, and pollution. As ocean challenges increasingly transcend national boundaries, effective, inclusive, and evidence-based diplomatic processes are essential to ensure sustainable and equitable ocean governance.

The GOSDO Foresight Workshop brings together scientists, diplomats, policymakers, and practitioners to map existing Ocean Science Diplomacy initiatives, assess emerging needs, and co-design a roadmap towards a Global Ocean Science Diplomacy Observatory (GOSDO). The workshop aims to strengthen Europe’s role in shaping coordinated, science-informed ocean governance at the international level.

  • Map current and emerging Ocean Science Diplomacy initiatives and capacities
  • Identify the needs of researchers, diplomats, and practitioners at European and global levels
  • Strengthen a European knowledge community supporting the European Ocean Pact and EU Mission Ocean
  • Co-design a roadmap towards establishing the Global Ocean Science Diplomacy Observatory

Expected Impact

The workshop will position transdisciplinary science as a cornerstone of effective ocean governance, strengthening Europe’s contribution to global policy processes. By fostering inclusive North–South collaboration and integrating diverse knowledge systems, GOSDO will enhance long-term capacity building, improve science–policy interfaces, and support just and sustainable ocean governance at international scales.
