Are you a motivated facilitator with wide experience in working with international associations? Are you looking to make a difference at the forefront of marine research? EuroMarine is seeking an Executive Officer to lead our secretariat in support of over 50 organisations involved in marine research from across Europe.

EuroMarine is a member-based, interdisciplinary, collaborative network of European organisations involved in marine research. EuroMarine creates, facilitates and funds training, networking and research opportunities to address emerging issues in marine sciences. EuroMarine advocates for evidence-based approaches to European marine policy and governance.

The Executive Officer will

  • Closely work with the Scientific Co-Chairs and Steering Committee members to ensure the smooth management of the EuroMarine Network and the EuroMarine Association (based in France).
  • Lead the EuroMarine Secretariat, by being responsible of the human resources and the administrative and financial management of the Association and the Network, while ensuring that all the activities are carried out in a timely manner and within budget.
  • Oversee the EuroMarine involvement in EU-funded projects, including all the related financial aspects.
  • Travel across Europe, given the international dimension of EuroMarine and the projects in which the network is involved in.

Specific responsibilities include

  • Administrative and financial management EuroMarine Secretariat and Association to ensure all activities are carried out according to plan and within budget, as well as complying with French regulations.
  • Human resources management for a small but growing team.
  • Ensure technical and financial management of EU-funded projects.
  • Represent the Network as needed.
  • Participation in strategy meetings to develop/update the Network’s vision and mission, governance bodies, service to members and growth strategies.
  • Implementation of the strategies as agreed by General Assembly (GA) and Steering Committee (SC), in cooperation with the governance bodies of the Network.
  • Ensure operational actions approved by the GA and SC are properly submitted through the Association.
  • Develop, oversee, and ensure compliance with terms of calls for activities and working groups.
  • Ensure that Network statutes and protocols are in place and adhered to.
  • Lead the collection of annual fees.
  • Oversee the administration of EuroMarine funded calls, including: Ensuring proposed calls are in line with the stated strategic mission of the Network; Preparing and handling the SC’s review of proposals; Informing applicants of decisions; Delivering funding to awarded activities.
  • Implement and develop the Network’s strategy to increase services to the members, as well as the income streams.
  • Co-organising the annual GA and Steering Committee meetings.

Required and desirable skills and experience

Candidates must:

  • Have experience in organisational management.
  • Be excellent in time management and multitasking.
  • Be a proactive team player, fast learner, with the ability to create and maintain strong relationships among internal and external stakeholders.
  • Be fluent in English and French, possess exemplary writing and communication skills, strong planning and organisational abilities, initiative, attention to detail and cultural sensitivity for working within an international context.
  • Have a creative approach to problem solving and experience with adapting key messages to suit different audiences.
  • Proven skills in Microsoft Office and similar communications products. Already be permitted to work in the EU.

It may be advantageous if candidates:

  • Have a degree in marine sciences or relevant areas.
  • Have a track record of success in writing grant applications, specifically in relation to EU Funding Programmes.
  • Have event management experience, including facilitation skills.
  • Have experience working with government officials, universities, and/or international research organisations.
  • Have an active interest in science communication and research.
  • Have previous experience managing an association in France.
  • Are or could be resident in France, where the EuroMarine Association is registered.

Remuneration

The gross salary scale for this position is envisaged to range from €40,000 to €50,000. The starting point for the successful candidate will depend on experience and qualifications.

Conditions

  • Holiday entitlements of 25 working days per annum.
  • Internal and external training opportunities (relevant to the role) will be provided.
  • Overtime may be required to meet deadlines as part of the contract.
  • National and international travel will be required.
  • Possibility of remote work.
